Windows may show a SmartScreen warning because this utility is unsigned. If you trust the file from this site, choose More info, then Run anyway.
What It Does
- Asks for the source folder containing the original PDFs.
- Asks for the output root folder or SD card location.
- Optionally accepts a parcel list in
.txt,.csv, or.xlsx. - Copies PDFs into
MAVS/Mathews/pdfswithout changing the source folder. - Renames numeric files by removing leading zeros, so
0004130.pdfbecomes4130.pdf. - Validates PDF rendering and writes manifest/error files for review.
- Can normalize bad PDFs into simpler image-backed PDFs if Android has trouble rendering them.
Recommended Run
- Open
MAVS_PDF_Prep_Tool.exe. - Choose the source PDF folder.
- Choose the output root folder. For a tablet SD card, choose the SD card drive root.
- Leave Validate PDF render checked.
- Set Normalize to
nonefor the first run. - Click Run Prep.
- Review
pdf_manifest.json,pdf_errors.csv, andpdf_missing.csvin the output folder. - If Android cannot render certain PDFs, rerun with Normalize set to
bad.

The utility also writes package reports under:
