Safety expectations:
- The app validates county_geoid 51149 in the offline manifest.
- The app expects at least 2,300 parcel records and at least 2,300 original PDFs.
- The app filters online project loading to Prince George projects.
- Returned work is stored under MAVS/PrinceGeorge, separate from MAVS/Mathews.

Field setup reminder:
Install the APK, copy the Prince George offline data package into MAVS/PrinceGeorge,
sign in once while online, validate the field package, then load the Prince George
project/parcels before offline field work.
